TOWN MANAGER

Nature and Scope

The Manchester Town Manager is the municipality’s chief administrative officer and is responsible for the day-to-day operations of the Town. Pursuant to 24 V.S.A. Chapter 37, the Town Manager shall have general supervision of the affairs of the Town, be the administrative head of all departments, and be responsible for the efficient administration thereof. The Manager is supervised by a five-member Selectboard and has broad responsibility in the following areas: developing and overseeing the town budget, financial planning and management, personnel administration, facility management, procurement, public works, community development, and public relations.  This position may require working long hours and frequently requires attendance at night meetings. Work is performed under typical office conditions and requires the ability to operate a computer, an automobile, and standard office equipment.

Duties and Responsibilities

  • Ensure the efficient and effective delivery of town services under broad policy guidance from the Selectboard.
  • Manage and supervise the following departments: Police, Fire, Highway, Water and Sewer, Planning and Zoning, Finance, Assessing, Health, Parks and Recreation, and Emergency Management. 
  • Emergency management/disaster communication and coordination with department heads of Police, Fire and Rescue and medical liaison.
  • Large event coordination with town staff and municipal entities.
  • Coordinate the activities of all town departments and foster communication and collaboration with independently elected town officers.
  • Communication and collaboration with Northshire Rescue Squad, Manchester Community Library, Northshire Day School and other major taxpayer funded non-profit entities to ensure coordination with other town departments. Including periodic attendance of non-profit board meetings.
  • Work with Human Resources personnel and various department heads to assist in supervising all hired and appointed personnel; plan and organize workloads and assignments; train, motivate and evaluate staff; review progress and direct changes as needed.
  • Assist the Selectboard with their policy making process by identifying unmet needs, analyzing possible solutions, and providing the Selectboard with professional advice.
  • In conjunction with the finance department, develop and manage the town budget, including presentation of proposed budget to the Selectboard, monitoring of revenues and expenses, performing cost control activities, and administering a capital planning program.
  • Ensure the timely preparation of the Town Meeting warning and Town Report.
  • Prepare the agenda and related materials for all Selectboard meetings; attend all meetings

unless otherwise directed.

  • Serve as the principal representative of the Town in all matters, including meetings with

county, regional, state, and federal officials unless otherwise directed.

  • Conduct research and develop recommendations on policy matters pending before the board.
  • Regularly inform the Selectboard of the general affairs of the town, including financial

condition, departmental operations, activities of other boards and commissions, emerging

policy issues, administrative actions, and short and long range needs.

  • In consultation with the Human Resources Personnel, appoint and remove all employees in accordance with town personnel policies and relevant statutory requirements.
  • Negotiate on behalf of the Town in collective bargaining negotiations.
  • Supervise the repair, construction, and maintenance of all town buildings and facilities.
  • Serve as primary contact with town attorney(s); coordinate communication between the

Selectboard, counsel, and any relevant boards and commissions.

  • Serves as Road Commissioner and Collector of Current and Delinquent Taxes.
  • Supervise all town functions and departments in existence or created by act of the

Selectboard, including any licensing systems not otherwise regulated by law.

  • Perform other duties as required by the board or as situation dictates.

Requirements of Work

  • Thorough knowledge of the principles and practices of municipal government administration.
  • Working knowledge of municipal finance, human resources, public works, public safety,

community development, and intergovernmental relations.

  • Ability to establish and maintain professional relationships with other town officials, community groups, governmental representatives, and members of the public.
  • Ability to lead, manage, and supervise staff and efficiently delegate tasks.
  • Exceptional written and oral communication skills.
  • Ability to work as part of a team.
  • Ability to prepare succinct analysis of complicated subject matter and identify possible

solutions.

  • Ability to accept constructive criticism.
  • Genuine enthusiasm for serving the town.
  • Reliability and sound judgment.
  • Possession of a valid driver’s license and a reliable personal vehicle for use when traveling on Town business.

Education, Training and Experience

  • Proven management experience in a multi-functional organization; public sector expertise preferred.
  • BA in political science, government, business administration, or related field required.
  • Advanced degree in public administration, business, or law, or equivalent combination of

experience preferred.

  • Considerable knowledge of the operations of Vermont municipal government, the duties of municipal officials, and State and federal law provisions affecting municipalities.

Public Works Associate (DPW)

The Department of Public Works is responsible for the maintenance, repairs, and operation associated with Town-owned roads and highways and associated rights of way, bridges, culverts, and sidewalks, along with the operation associated with the maintenance, repair, improvement, and cleaning of Town buildings, grounds and parks.  The successful candidate must have considerable knowledge on the principles and practices of public works management; technical and practical knowledge of the materials methods and techniques relative to public works projects and issues is necessary.  The ability to communicate effectively with contractors, vendors, employees, and departments, as well as the general public.  They must have a strong work ethic and work history, along with a versatile skill set and a “can-do” attitude.   A Class B Commercial Driver’s License (CDL) will be required. 

Essential Job Function:

  • Assist in the maintenance of town owned buildings.
  • Assist in road resurfacing projects, such as drainage and bridge construction.Remove snow and ice from Town owned highways, roads, sidewalks and parking lots.
  • Assist in the care of Town parks, grounds and tree maintenance.
  • Respond to emergencies in Town buildings and on Town roadways, including holidays, weekends and nights, as necessary.Work cooperatively with Department of Public Works Employees and other departments to ensure the efficient and effective operation of Town government.
  • Adhere to Town policies adopted by the Selectboard and Town Manager.
  • Perform other related work assigned by the Department of Public Works Director.

Qualifications/Basic Job Requirements:

  • Class B Commercial Driver’s License (CDL) required.
  • Ability to operate equipment, such as lawn mowers, trimmers, chain saws, and heavy equipment.
  • Frequently required to sit, stand, walk, climb, kneel, stoop and bend.
  • Regularly required to lift up to 50 pounds, frequently required to lift up to 100 pounds, and occasionally required to lift over 100 pounds with assistance
  • Walking on uneven surfaces may be required.  
  • Specific vision abilities required by this job include close vision for inspection and repair work, as well as distance vision for evaluating objects at afar.
  • Physical labor is performed in every type of weather condition, including extremely adverse weather conditions, extreme hot and severe cold weather.
  • Duties require evening, night, weekend and holiday work; may require occasional response to facility- or road-related emergencies.
  • Position works 40 hours per week – generally Monday through Friday, 6:00 .m. to 2:30 p.m. with 30 minutes for lunch.
